This panel will provide updates on progress regarding traditional building & construction trades skills transferable to offshore wind, the role of existing workforce training, and strategies that support successful project deployment while creating good-paying jobs in local communities.

The sea space and coastline where the first California offshore wind lease areas are located is biodiverse, supporting an ecosystem of cetaceans, marine mammals, birds, fish, and other species as well as diverse coastal communities. Responsible offshore wind development is needed to mitigate impacts and coexist with ocean users, coastal communities, and marine sanctuaries. This panel will discuss scientific progress and funding to monitor guidance and mitigation measures—including the California Coastal Commission’s (CCC) new Statewide Strategy for the Coexistence of California Fishing Communities and Offshore Wind Energy—as well as other stakeholder engagement needed to protect the marine environment.
Achieving economies of scale for long lead-time resources like offshore wind is critical to lower costs for load-serving entities and ratepayers, and increase market confidence for investing developers. Building at scale also requires an adequate package of state, federal, and private financing. This panel brings together industry leaders and analysts to focus on the projected trajectory for floating offshore wind in lowering costs to ensure affordability. Highlight the broader benefits and importance of deploying offshore wind at scale to achieve California's clean-energy goals and help meet new electricity demand from vehicles, buildings, AI, and data centers.
2025 was a most eventful year for U.S. offshore wind on the East Coast, which had to resist federal headwinds that threatened projects as they approached the finish line of completion. We will hear from those in the thick of the struggle about lessons learned in court and operational experience gained as projects came online. We will discuss what federal policy framework must be ready for consideration in 2029 to enable a sustained restart of U.S. offshore wind development.
Floating offshore wind is showing great progress in Asia, Europe and other global markets, with a number of shared characteristics and opportunities for development on the Pacific Rim. This panel will explore the latest developments in global floating offshore wind, including models for collaboration in scientific research, interagency and international coordination, and California’s participation in the Global Offshore Wind Alliance. Highlight California’s potential to become a global hub for floating wind expertise and job creation by working with other global leaders in this space.

In this session, the National Offshore Wind Research and Development Consortium (NOWRDC) will explore how targeted research and innovation can accelerate offshore wind in California. It will open with an overview of NOWRDC’s Roadmap 5.0 and recent LCOE analysis, highlighting key opportunities to reduce costs and risk. A panel of NOWRDC-funded principal investigators will showcase projects relevant to California’s floating offshore wind market, alongside an expert perspective on transmission innovation, one of the sector’s most critical challenges.
